What happened to best friends forever? Paul has been saying
all year they would go on tour when Art´s voice mends.

Cher. Art did not say in the interview his voice had mended. Surely if it has, he would have at least mentioned it. I think he would have to prove his voice doing solo shows first before any plans for another S and G tour in the future.
