Paul does have an excellent explanation of what this song is about on his "classic albums" Graceland DVD. At a party Paul invited a famous conductor/musician whose name I forget and he heard Paul and Peggys names as "Al and Betty" and for a while they called themselves those names for a joke. I tend to think the rest of the lyric is somewhat auto biographical. not wanting to end up a cartoon in a cartoon graveyard is a reference to paul and a career that was not exactly hot at the time after Hearts And Bones and before. Graceland.

As far as I know it all started by Paul and then wife, Peggy giving a party. One of the guests brought with him a French conductor. I can´t remember his name at the moment but he is supposed to be famous. He only stayed at the party about an hour or so, and when he took his leave he said to Paul:"Goodbye Al, say hello to Betty." Paul found it so amusing, he didn´t correct the man, and in the ensuing weeks they called each other Al and Betty with Peggy, just for fun.

I think this is one of the songs with a double meaning in it. I´ve always felt the tin whistle section would make for a good dial tone, and recently one of the threads mentioned they had it. Is there any way it can be got for a Siemans phone
